Sharjah Ruler issues Decree on establishment, organisation of EGC

Sharjah 24: His Highness Sheikh Dr. Sultan bin Mohamed Al Qasimi, Supreme Council Member and Ruler of Sharjah, has issued an Emiri Decree No. (3) of 2021, regarding the establishment and organisation of the Emiri Guard Club (EGC) in Sharjah.
The Decree stipulates that a club specialising in sports, cultural and societal affairs for members of the Emiri Guard, called the Emiri Guard Club, shall be established in the Emirate, which has legal personality and full capacity to carry out the necessary legal actions to achieve its goals and exercise its competencies, and it follows the general management and works under its supervision.

The club shall be in the city of Sharjah, and based on the decision of the Chairman of the Board of Directors of the club, it is permissible to establish other branches or offices for it in the rest of the cities and regions of the Emirate in coordination with the general management.

The Decree also stipulates that the club should be managed by a board of directors consisting of the Chairman (Head of the Emiri Guard General Management), a Vice-chairman and a number of members from the general management or the Sharjah Police General Command, named by a decision issued by the Ruler of Sharjah or who represent His Highness.

The Vice-chairman is chosen from among the members during the first meeting of the board by consensus or by direct secret ballot.

The term of membership in the board shall be four years starting from the date of its formation, and it may be extended for a similar period or periods, provided that the board continues to conduct its business upon the expiration of its term until a new board is formed or the expired board is renewed.

According to the Decree, a member of the board must:

1. A citizen of the country.
2. An employee of the general management or Sharjah Police General Command.
3. Must be of good civil capacity, of good conduct, and of good reputation, and has not been previously convicted of a dishonorable crime, unless for being reconsidered according to the law.
4. Should not be less than twenty five years old.
5. Should not be a member of any of the clubs' boards of directors.
6. The academic qualification should not be less than the high school diploma or its equivalent.

The Decree also stipulates that the membership of the board shall be lost or revoked in the following cases:

1. Death.
2. Loss of one of the membership conditions.
3. Written resignation and its acceptance from the general management.
4. Absence from four consecutive meetings or six separate meetings of the board without an excuse accepted by the board during the calendar year, provided that it is calculated from the date of the first meeting of the board.
5. If the position of a board member becomes vacant for any of the reasons, His Highness the Ruler of Sharjah or who represent His Highness may appoint a replacement and assign the new member the term of membership of the predecessor.

The Decree is effective from the date of its issuance and other competent authorities are required to implement its provisions each in its respective field, and shall be published in the Official Gazette.
